Declassified Report Shows Biden Admin. Viewed Gun Owners as ‘Domestic Terror’ Threat
The gun control overreach by the Biden administration was, by all measurements, appalling. It started with President Joe Biden calling the firearm industry “the enemy” from the debate stage and resulted in a “whole-of-government” weaponization to decimate the industry, including Executive Branch overreaches to craft criminal law from thin air.
It was infuriating. But it turns out, you didn’t despise them enough.
Director of National Intelligence Tulsi Gabbard declassified a Biden administration report called, Strategic Implementation Plan for Countering Domestic Terrorism. The report was for the Biden administration’s National Security Council Strategic Implementation Plan (SIP) to counter domestic terror. It was built around four pillars, but the last and final one is shockingly disturbing.
The report identified who are “potentially dangerous individuals.” That finger pointed right at you – the law-abiding gun owner.

(U) Pillar Four: Confront Long-Term Contributors to Domestic Terrorism
- Intended Impact 4.1.1: Lethal means for perpetrating acts of domestic terrorism are reduced. Greater care is provided earlier to potentially dangerous individuals. Norms of non-violent political expression and rejection of racism and bigotry are strengthened. Americans have increasing faith in democracy and government. Increase intervention and care for those who pose a danger to themselves and others. Strengthen civics education that promotes democratic resiliency. Increase civic engagement to foster social cohesion.
o Action 4.1.1a: Rein in the proliferation of “ghost guns”; encourage state adoption of extreme risk protection orders; and drive other executive and legislative action, including banning assault weapons and high-capacity magazines. (Lead: DPC)
Let’s break that down. Privately-made firearms are a threat, according to this report. The federal government needs to get rid of them, despite the fact that firearms have been privately made in the home even before the nation’s founding. The federal government should lean on states to pass more so-called “red flag” laws that are devoid of Due Process rights. Lastly, the administration calls for a total ban on Modern Sporting Rifles (MSRs) and standard capacity magazines.
The report didn’t say limit the sale or ban the sale of MSRs and standard capacity magazines. It says clearly states “banning” them (as in confiscate them) is their desired outcome.
It can’t be said that the Biden administration didn’t try to do everything they outlined in the report. The U.S. Supreme Court recently upheld the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) “Frame and Receiver” Final Rule. That rule reclassified unfinished gun parts and kits to be related in the same manner as finished firearms, requiring background checks and serial numbers and that makers and sellers of those parts and kits must obtain a federal firearms license.
President Biden constantly demanded unconstitutional MSR bans, ignoring that they are the most popular-selling centerfire rifle in America, with over 30 million in circulation today.
Curiously, though, the Biden administration hinted that anyone who owns these firearms is a potential domestic terrorist. It’s hardly a wonder why the Biden administration also wanted so-called “universal background checks” that would necessitate a national firearm registry in order to work.
President Biden tried to get there on his own. He issued another ATF Final Rule redefining who is considered “Engaged in the Business” of selling firearms. That definition was a broad range of criteria that essentially said anyone even offering for someone to look at a gun as being a “gun seller” and requiring that individual to obtain an FFL and maintain the detailed record keeping that accompanies federally-regulated gun sellers. Those records, too, would be required to be maintained in perpetuity or eventually turned over to the ATF when the federal firearms license was surrendered.
Different Outcome
This only goes to prove what a difference an election can make. It’s only because the American public rejected the Harris-Walz ticket, that the secretive National Security Council memo has come to light. If DNI Gabbard, a gun owner herself, weren’t at the helm, the American public wouldn’t know. Worse yet, it is likely that more gun control would be coming to combat “domestic terror.” We now know exactly how the Biden administration saw as the law-abiding gun owner.
Instead of a White House that lashes out in fear of Americans actually exercising their Constitutional rights, there is one that is setting up task forces to roll back the overreaches of its predecessor. U.S. Attorney General Pam Bondi created a Second Amendment Task Force to protect the firearm industry and Second Amendment rights of all Americans.
“The Task Force is principally charged with developing and executing strategies to use litigation and policy to advance, protect, and promote compliance with the Second Amendment,” AG Bondi wrote in a memo.
AG Bondi will chair the task force and Deputy AG Todd Blanche will be vice chair. Elements of Department of Justice (DOJ) staff, the FBI and the Criminal Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) will round out the task force. AG Bondi has already rolled back the Biden-era ATF “zero tolerance” policy. Among the task force’s “to do list” is a review of the Final Rules related to pistol braces and “Engaged in the Business.”
“For too long, the Second Amendment, which establishes the fundamental individual right of Americans to keep and bear arms, has been treated as a second-class right,” the memo reads. “No more. It is the policy of this Department of Justice to use its full might to protect the Second Amendment rights of law-abiding citizens.”
It is said that the light of day is the best disinfectant. Just to be sure, the American public should demand some detergent and elbow grease to rid ourselves of this stain.
