NSSF Confirms Streamlining of Minnesota Carry Permit Holder Firearms Purchases
The National Shooting Sports Foundation (NSSF), the trade association for the firearms, ammunition, hunting and shooting sports industries, has verified with the Bureau of Alcohol, Firearms, Tobacco and Explosives that Minnesota handgun carry permit holders will be able to use those permits in place of background checks to buy firearms.
ATF’s Marvin G. Richardson, Assistant Director for Enforcement Programs & Services, verified with NSSF’s Lawrence G. Keane, Senior Vice President and General Counsel, an open letter was signed late last week and is being circulated to field agents. ATF officials plan to publish the letter by the end of the week.
“This decision reduces the administrative burden on Minnesota’s firearms dealers and eliminates a duplicative step in ensuring firearms are only in the hands of those who are qualified to purchase them, Keane said.”
ATF found that Minnesota’s handgun carry permit requirements meet federal background check requirements for firearms transfers. Minnesota handgun carry permit holders with expiration dates of Aug. 1, 2019 and later, will be able to use their valid permit in place of a National Instant Criminal System (NICS) background check.
The alternative use of Minnesota handgun carry permits will only apply to instant background checks required by federal law. Minnesota still requires a permit to purchase.
