NSSF Objects to DDTC Gunsmithing Guidance

NSSF is continuing its drumbeat against the State Department's "guidance" regarding who is required under current law to register with the agency as a manufacturer of defense articles. This week we took action in the form of a letter to the State Department expressing strong opposition to its regulatory overreach and guidance that has caused considerable confusion among gunsmiths and gun owners.

Last week NSSF asked you to take action and tell your member of Congress to step in and stop the Obama Administration's gun control agenda from blocking the much needed Export Control Reform initiative (ECR). If our industry had been included in the ECR initiative as planned before politics took the place of logic, the registration requirement and associated onerous fees would no longer be a problem.

Your voice is needed now more than ever. Call your U.S. Representative at 202-225-3121 and U.S. Senators at 202-224-3121 urge them to support Rep. Collin Peterson's (D-Minn.) Resolution, (H. Res. 829) that demands the Obama administration complete ECR and publish the proposed rules to transfer the licensing of commercial and sporting firearms and ammunition products to the Department of Commerce (which does not require registration or payment of a fee).

In addition, tell your U.S. Representative and Senators that DDTC must stop imposing onerous registration fees on small businesses that do not export products. Tell them to support efforts by House Majority Whip Steve Scalise (R-La.) and Senator Steve Daines (R-Mont.) to include language in the Fiscal Year 2017 State and Foreign Operations Appropriations to address this issue.

 

Mass. Attorney General's Office Seems to Walk Back Directive

Massachusetts Attorney General Maura Healy's office has quietly posted on its website what could be viewed as a walk back of her July "Enforcement Directive" that has had an impact on businesses.

Under the Questions and Answers section, there is a new post with the odd heading "Guns That Are Not Assault Weapons." It appears to be an admission that the original "Enforcement Directive" was highly subject to interpretation and far too sweeping in its scope. We urge all firearms retailers to read the Attorney General Office's post as this may affect your inventory and sales decisions.

NSSF and our retained counsel will continue to study the original enforcement directive in combination with this latest communication and keep you informed of developments.

 

California Petitions to Repeal Anti-Gun Laws Circulating

As you may recall, a number of anti-gun bills were purposely rushed through the California Legislature this session, but Second Amendment supporters are now taking a stand. An organization known as "Veto Gunmageddon" has been formed to repeal each of the six laws signed by the governor. Petitions are currently being circulated throughout the state for signature and all registered California voters are encouraged to sign. The deadline for obtaining the approximately 366,000 signatures is Sept. 29. If successful, the repeal would likely be included on the election ballot in November 2018. Wyo. Gov. Mead Holds 'Range Day' Press Conference

Wyoming is a state with a strong firearms tradition and a government commitment to bolstering support for our entire industry, while elevating the visibility of firearms-related companies located there. Those are the motivations behind Gov. Matt Mead's "Range Day" Aug. 22 press event, which will outline the state's public ranges initiative, the shooting sports and the 2017 "Governor's Match" (a national level 2 match). NSSF salutes Gov. Mead for his appreciation of the economic impact of our industry on Wyoming and for working to bolster its growth.

Invite an Elected Official to Visit your Facility

This is an election year and both federal and state office holders are eager to meet constituents (and voters). They are interested in learning about companies, their employment and economic impact. NSSF encourages you to invite your U.S. Senators and Congressman or state legislators to visit your facility. The better your representatives in Washington and in your state capital understand your business and challenges, the more responsive they can and will respond to issues that concern you.

Start with calling your elected representative's district offices and ask to speak with the person who schedules activities and visits. These numbers can be found on their websites. The person answering the phone will know how to direct your call. When you do make contact and schedule a visit, let us at NSSF know. We are interested and can help.
