  • CALLING IN LAW ENFORCEMENT TO TALK 'SMART GUNS' . . . The National Institute of Justice of the Department of Justice's Office of Justice Programs is convening federal, state and local law enforcement agencies in Washington, D.C., Aug. 17-18, to discuss draft baseline specifications for user-authentication (or "smart gun") technology for law enforcement firearms. A group is now working to prepare a draft list of baseline specifications for law enforcement adoption of "advanced gun safety technology" to be ready for public comment by July 15.

  • ATF UPDATES HEARING REGULATIONS . . . ATF has updated regulations governing its firearms license administrative hearings. Effective July 22, these regulations clarify that persons requesting a hearing after an application denial or notice of license suspension, revocation or imposition of a fine have the opportunity to submit facts and arguments for consideration at an administrative hearing. Additionally, any offers of settlement may be made before or after a hearing, but not during the hearing itself. Read the final rule.

Government Relations

  • HOUSE COMMITTEE PASSES 2017 CJS FUNDING . . . The U.S. House Appropriations Committee last week passed the Fiscal Year 2017 Commerce, Justice, Science (CJS) appropriations bill, providing $1.3 billion to fund ATF. The bill makes permanent provisions that cover import applications on shotguns for sporting purposes, importation of "curios and relics" firearms, and exporting of firearms to Canada, and prohibits so-called "gun-walking." Also included is a prohibition on forcing unauthorized reporting and registration requirements on consumers who purchase multiple long guns.

  • NSSF LEADS EFFORT TO REDUCE FEE UNDER ITAR . . . NSSF is working to change State Department policy requiring firearm and ammunition manufacturers to register with the State Department's Directorate of Defense Trade Controls (DDTC) as a "manufacturer" of a "defense article" at a minimum cost of $2,250 per year under the Arms Export Control Act, including companies that do not export. In discussions with DDTC we have been informed the directorate is actively considering reducing the registration fee for exporting manufacturers.

  • EXPORT CONTROL REFORM PUSH CONTINUES . . . NSSF continues its effort to move licensing of industry products to the Department of Commerce from the Department of State as part of the Export Control Reform (ECR). Last week, during a House Foreign Affairs Committee hearing on the State Department budget, U.S. Rep. Tom Marino, (R-Pa.) announced he would co-sponsor a resolution introduced by Rep. Collin Peterson (D-Minn.) to express the sense of the House that the administration should move forward and complete Export Control Reform.

  • STATE ROUNDUP . . . The Illinois State House Friday on a 55-43 vote defeated HB106, the Gun Dealer Licensing Act, as amended. NSSF has been informed that that this bill will return to the floor for another vote as the legislative session winds down. Along with battling the dealer licensing bill in Springfield last week, NSSF testified in favor of HB0433 to legalize the ownership and use of suppressors for Illinois residents. NSSF will continue to monitor and work for passage.

  • NSSF VOTING MEMBER SCHOLARSHIP APPLICATIONS DUE TOMORROW . . . NSSF is accepting applications in the Voting Member Scholarship Program through 5 p.m. EDT tomorrow, June 1. NSSF has made available a total of $60,000 in scholarship funding for a maximum of 25 winning entries. Voting member employees and their families can apply. Learn more.

  • NSSF SHOOTING SPORTS FANTASY CAMP A DREAM COME TRUE . . . In this Sunday newspaper profile, outdoor writer Charlie Burchfield focuses on Keith Porco of DuBois, Pennsylvania, an employee at Sinterfire, who was one of 30 shooters to attend the inaugural NSSF Shooting Sports Fantasy Camp earlier this year. Said Keith, who trained with Fantasy Camp coach and champion professional shooter Jerry Miculek, "The time spent was, in a word, priceless" and a dream come true.

  • SOUTHWICK ASSOCIATES PRESENTS 'WOMEN IN THE OUTDOORS IN 2015' REPORT . . . As a result of their growing numbers, women hunters and anglers are increasingly a force outdoor businesses are attempting to reach. To help those companies and organizations seeking to understand the modern sportswoman, Southwick Associates has created its annual "Women in the Outdoors in 2015" which is available free on the company's website.

  • WASHINGTON POST BLOG ENTRY EXPLAINS PLCAA . . . David Kopel of Denver University's Sturm College of Law has written a timely blog post, The Protection of Lawful Commerce in Arms Act: Facts and Policy, refuting arguments of presidential candidate Hillary Clinton that the law should be repealed. Recent NSSF poll results show that seven of 10 American voters do not support allowing firearm manufacturers and retailers to be sued when firearms they made or sold lawfully after background checks are used in crime.

  • SMITH & WESSON CONTINUES SUPPORT OF SSSF . . . A founding partner of the Scholastic Shooting Sports Foundation, Smith & Wesson presented a $30,000 check in support of the nation's leading youth action shooting program during the NRA Annual Meetings in Louisville. Two-thirds of the donation will be used for Scholastic Action Shooting Program (SASP) general operations and one-third for the SASP Scholarship Fund for qualifying seniors in the program.
