Rimfire Challenge World Championship a Big Success

ATTENDANCE UP 60 PERCENT . . . More than 170 shooters competed for awards and prizes at the NSSF Rimfire Challenge World Championship, held this past weekend at the Old Fort Gun Club in Fort Smith, Arkansas. Surpassing last year's attendance by nearly 60 percent, shooters ranging from seven to 83 years in age were represented, with a large number of youth and junior shooters in attendance, in addition to whole families shooting together. Professional competitive shooter Julie Golob is encouraging all shooting sports enthusiasts and gun owners to inform themselves about the issues and to #GUNVOTE this Nov. 4th. Government Relations

  • CALIF. GOV. SIGNS BILL ALLOWING GUN SEIZURES WITH COURT ORDER IN MENTAL HEALTH CASES . . . California Gov. Jerry Brown has signed into law a measure that will enable police or family members to ask a court for a temporary restraining order allowing the seizure of guns from people determined to be a threat to themselves or others. The bill, AB 1014, was passed in reaction to the Isla Vista tragedy in which several college students were killed by a mentally ill man. Brown also signed a bill requiring BB guns to feature bright colored markings to help prevent police from mistaking them for real firearms. But Brown vetoed another bill that would have required gun owners to register and seek a serial number for guns built from components in the home and would have also required serial number stamping on antique firearms, greatly diminishing their value as collectables. Legal

  • CALIF. CITY POSTPONES RETAIL SALES RULES ENFORCEMENT . . . At the urging of NSSF, the City of Pleasant Hill, Calif., has agreed to postpone enforcement of its new firearms and ammunition sales ordinance that would have required local firearms retailers to obtain a police permit to operate and meet other performance standards by Nov. 1. According to a letter from the Pleasant Hill Chief of Police, existing firearms retailers within city limits now have until May 1, 2015, to comply with the ordinance. The extension comes as NSSF continues its legal challenge to these unnecessary and burdensome sales restrictions that violate California and local law and that will do nothing to make Pleasant Hill safer. The next hearing in NSSF's lawsuit against the city is scheduled for Oct. 10 in Contra Costa Superior Court.

  • CHICAGO GUN RANGE REGULATIONS BURDENSOME, COURT RULES . . . A federal court has struck down portions of Chicago's shooting range regulations that limited the operation of firing ranges to areas zoned for manufacturing and limited range hours. Windy City gun owners and gun rights groups challenged the regulations on the grounds that they burdened the installation of a range and therefore violated their Second Amendment right to acquire and maintain proficiency in the use of firearms. Other provisions of the city's municipal code including business operations restrictions and range construction requirements were also challenged by the groups, but were upheld by the court as being minor burdens on the Second Amendment.

  • ATF RELEASES EPS PROCESSING TIMES . . . The Bureau of Alcohol, Tobacco, Firearms and Explosives has released its 90-day update chart of Enforcement Programs and Services Processing Times as of Sept. 30. See the ATF Chart.

Retailers

  • FBI-NICS ANNOUNCES EXTENDED 'BLACK FRIDAY' HOURS . . . The FBI Criminal Justice Information Service Division's National Instant Criminal Background Check System Section has announced extended hours of service on Nov. 28 ("Black Friday") for E-check users and state Point-of-Contact (POC) programs. Typically, NICS is available daily from 8 a.m. until 1 a.m. Eastern Standard Time. To better accommodate the longstanding history of record-breaking volume on this day, the FBI will bring the NICS in-service starting at 4:30 a.m. EST for NICS E-check users and for state POC programs. The NICS Contracted Call Centers will open, as normal, at 8 a.m. EST. Retailers not enrolled to use NICS E-Check should consider doing so. FBI-NICS advises that E-Check allowing firearm background checks over the Internet provides benefits not available from the NICS Contracted Call Centers. Read the FBI-NICS Alert.

  • NSSF-ADJUSTED NICS BACKGROUND CHECKS . . . The September 2014 NSSF-adjusted National Instant Criminal Background Check System (NICS) figure of 1,024,272 is the second highest September on record for the 16-year-old system, even with a decrease of 1.0 percent compared to the September 2013 NSSF-adjusted NICS figure of 1,034,701. For comparison, the unadjusted September 2014 NICS figure of 1,447,485 reflects a 4.0 percent increase from the unadjusted NICS figure of 1,392,423 in September 2013. With hunting season moving into full gear, NSSF has issued a press release marking its annual "Hunt S.A.F.E." campaign. "It's a good time of year to remind firearm owners about the educational resources NSSF makes available so they can practice safe and responsible gun handling and storage," said NSSF President and CEO Steve Sanetti. Those resources include the Hunting Checklist for Families, the infographic Gun Storage For Your Lifestyle, The Ethical Hunter brochure and Project ChildSafe webpage that offers users information on where to obtain a free firearm safety kit. In addition to the Hunt S.A.F.E. effort, NSSF and the firearms industry have united behind the "Own It? Respect It. Secure It." initiative to continually promote the message of responsible firearm ownership.

  • NEW YORK STATE WRITING/PHOTO AWARDS . . . At its annual awards banquet sponsored by NSSF at Hope Lake Lodge in Virgil, N.Y., the New York State Outdoor Writers Association recognized the winners in its Excellence in Craft writing and photography contest. Ducks Unlimited, Redding Reloading Equipment and Sportsman Channel sponsored the contest, whose winners included Angelo Peluso, Bill Hilts Jr., Steve Piatt, David Figura and Glenn Sapir for writing, and Chris Kenyon, Christopher Paparo and Peluso for photography. The organization of more than 80 professional communicators and several dozen supporting members from the outdoor and travel industry gathered at Greek Peak Resort in Cortland County Oct. 2-5 for its annual conference.   • SHOOTING INDUSTRY MAGAZINE'S 'MASTERS' COVERAGE . . . This month's issue of Shooting Industry contains full coverage of the 2014 Shooting Industry Masters, highlighting the events and spirit that raised an unprecedented $100,000 for the shooting sports—an all-time high of $70,000 for NSSF's First Shots program and $30,000 for the USA Shooting team.   • STUDY SHOWS MULE DEER BENEFIT FROM SAGE GROUSE EFFORTS . . . A new study show that measures taken to conserve the threatened sage grouse in Wyoming benefit mule deer migration routes. The importance of the finding was explained in a press release issued last week by the Sage Grouse Initiative. "Conservationists long have speculated that protective measures for sage grouse also benefit the more than 350 other species that inhabit sagebrush ecosystems, but this study is the first to quantify the 'umbrella' benefits of those actions for migratory mule deer." Drought, development and other habitat fragmentation have resulted in significant population declines for sage grouse and mule deer in recent years. In several states, conservation efforts are underway or planned to avoid having the sage grouse listed under the federal Endangered Species Act.
