- BEING A GUN CONTROL ADVOCATE MEANS NEVER HAVING TO SAY YOU'RE WRONG . . . Gun control groups and their political allies for decades have worked to take Modern Sporting Rifles (MSRs) out of the hands of law-abiding Americans. Recently, several of these groups have shifted focus from banning what they mislabeled "assault weapons" to other gun control measures. The NSSF's Larry Keane takes on this change in tactics and what it reveals about these groups' credibility.
 IN SICKNESS AND IN HEALTH: A TALE OF TWO EAGLE STUDIES . . . Two studies of lead levels in eagles were released in recent weeks. With two very different methodologies and findings, even a quick look at both studies shows the importance of asking the right questions and not assuming to already know the answers. Larry Keane analyzes how a study out of Iowa State University succeeds where a U.S. Fish and Wildlife Service study fails in this A Tale of Two Eagle Studies blog posting.
- GOV. BROWN SIGNS NSSF-SUPPORTED YOUTH HUNTING BILL . . . California Gov. Jerry Brown recently signed NSSF-supported AB 1709 (Frazier) into law. The measure will ensure that young hunters can continue to pay lower license fees until they reach the age of 18. Read the NSSF letter to the governor urging him to sign this legislation to encourage and support young hunters in California.
 D.C. COUNCIL PASSES STRICT CONCEALED CARRY RULES . . . The Washington, D.C., City Council voted last week to grant residents and visitors the right, in theory, to carry concealed firearms. Under a federal court order to do so, the Council members voted with great reluctance to approve a stringent "may issue" regulatory structure and to put it into effect on an emergency basis. - PHILADELPHIA MOTHER WHO TOOK HER HANDGUN INTO N.J. NO LONGER FACES JAIL . . . A young, single Philadelphia mother no longer faces prison time for bringing her legally registered handgun into New Jersey and will be allowed into a pre-trial diversion program, after the state attorney general clarified a directive. Shaneen Allen was arrested last year after a motor vehicle stop on the Atlantic City Expressway in which she told a state trooper that she had her loaded gun and a concealed carry permit with her. She said she didn't know that the permit was not recognized in New Jersey.

- REPORTING RESPONSIBLE PERSONS TO ATF . . . Historically, ATF has interpreted the term "responsible person" to mean a person who has the power to direct the management and policies of the firearms segment of the overall business. A common situation we encounter is when a firearms retailer fails to designate a store manager as a responsible person. It is important that federally licensed firearms retailers ensure ATF is always informed of changes in the responsible person/s of record working at their store in the capacity of acquiring firearms, maintaining the firearms inventory and keeping A&D records. - ATF Q&A . . . Here are two of the many questions we received last week on our members-only retailer hotline. FIREARMS POLICIES, PROCEDURES AND PAPERWORK . . . Paperwork is a big responsibility for FFLs. Typically, when we're talking about "paperwork," we're focusing on content, common errors and improving accuracy. In the new Orchid Advisory, the discussion is about the physical pieces of paper and how you handle them. You can read this also with your electronic files in mind, because even if you e-file your Form 4473, you are required to maintain paper copies of those files. What we also need to talk about is what to do if you can't locate one of these precious pieces of paper that could be requested during an ATF audit or during an ATF gun trace. - TRAINING TO INVESTIGATE HUNTER ACCIDENTS . . . Fifty-one wildlife officers from 15 states recently attended the 2014 Hunting Incident Investigation Academy—a 40-hour specialized hunting-related shooting incident investigation training program. The academy, which provides skills and knowledge to state and federal wildlife officers, was hosted by the Missouri Department of Conservation and the International Hunter Education Association at the Andy Dalton Shooting Range and Outdoor Education Center. - AFTER MEDIA OUTCRY, FOREST SERVICE TO CLARIFY PERMIT PROPOSAL . . . After intense media criticism of its proposal to require payment for permits to film or take photographs in federally designated wilderness areas, the U.S. Forest last week issued a statement to clarify its intentions related to commercial activity and news gathering. The Outdoor Writers Association of America strongly criticized the proposal, with OWAA President Mark Freeman saying that OWAA "is concerned and disturbed that the U.S. Forest Service would use the 50th anniversary of the Wilderness Act to ratchet up its attempts to control what information is reported about wilderness areas and by whom." Said Forest Service Chief Tom Tidwell, "The U.S. Forest Service remains committed to the First Amendment." He added that "provisions in the draft directive do not apply to news gathering." Public comment has been extended until Dec. 3.
- STUDENT-ORGANIZED TRAP AND SKEET CLUB RECOGNIZED IN COLLEGE PUBLICATION . . . The Summer 2014 Edition of De Pauw Magazine features De Pauw University's rapidly growing Trap and Skeet Club and the rising interest in shooting sports on campus. Stronger than ever and into its third year, this student club shows how a little dedication and a lot of fun can go a long way.
