NSSF PROVIDES AUDIO NEWS RELEASE PROMOTING GUN SAFETY

NSSF recently provided an audio news release (ANR) to radio stations across the country promoting firearm safety education and the message of "Own It? Respect It. Secure It." in conjunction with the start of hunting season. "Own It? Respect It. Secure It." is the new campaign of NSSF's longstanding Project ChildSafe program. To date, the ANR has been used by 871 stations from Miami, Florida, to North Pole, Alaska, reaching nearly 25 million listeners. NSSF encourages the use of the ANR by all who want to promote safe and responsible firearm storage. Listen to and download the ANR.

    Government Relations

NSSF's Elizabeth Karasmeighan and Jake McGuigan at the NCSL Conference.
  • NSSF REPRESENTS INDUSTRY AT STATE LEGISLATORS CONFERENCE . . . Last week, NSSF sent a team to the National Conference of State Legislators' (NCSL) annual legislative conference in Minneapolis. Throughout the event, Director, Government Relations, State Affairs Jake McGuigan and Director, Legislative & Policy Research Elizabeth Karasmeighan had the opportunity to speak with state legislators and staff members from across the country. The NSSF FixNICS campaign was again a top priority this year, as they explained how states must ensure that all appropriate records, including adjudicated mental health records, are sent to the National Instant Criminal Background Check System (NICS). The FixNICS message resonated well during conversations with legislators from both parties and their key staffers regarding the challenges facing the industry in their states.

  • NEVADA GROUP PROMOTES EXPANDED BACKGROUND CHECKS BALLOT INITIATIVE . . . A Nevada group has begun a campaign to collect signatures for a proposed 2016 ballot initiative to expand background checks to cover private transfers of firearms, with limited exceptions. State Sen. Justin Jones (D-Las Vegas) who sponsored expanded gun background check legislation in the 2013 session, is a leading proponent of the ballot measure. While Jones' bill, SB221, passed both houses of the Nevada Legislature, it was subsequently vetoed by Gov. Brian Sandoval.

  • ATF ANNOUNCEMENT ON MARKING VARIANCE APPLICATIONS . . . The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has announced that on Sept. 2 the processing of applications for alternate means of identification of firearm(s) (marking variance), ATF Form 3311.4 and letter applications will transition from the Firearms Industry Programs Branch to the Firearms Technology Branch (FTB). See the ATF announcement.

I DO NOT EXPORT, DOES ITAR APPLY TO ME? . . . Did you know that firearms manufacturers, component suppliers and even engineering firms may need to register as a manufacturer with the U.S. Department of State and comply with the export rules of the U.S. International Traffic in Arms Regulations (ITAR) even if they never ship product outside the United States? The requirement to register depends on whether a business manufactures components for firearms listed on the United States Munitions List. Read the latest advisory to learn more. Orchid Advisors is an endorsed compliance information provider for NSSF members. NOTE: NSSF is exploring options to address this onerous registration requirement for industry members that do not export. This is one reason we support the Export Control Reform initiative that would end the need to register and pay a burdensome fee.

  • VISIT GUNVOTE FOR THE LATEST ELECTION INFORMATION . . . Legal

  • CONN. BAR ASSOCIATION DEADLOCKS ON GUN LAW DEFENSE . . . Connecticut Bar Association (CBA) members last week deadlocked in a referendum on whether to reverse the decision of the organization's leadership to support the defense of Connecticut's highly restrictive gun control law in the Shew v. Malloy lawsuit pending in the 2nd U.S. Circuit Court of Appeals. The final vote was so close that CBA President Mark Dubois wrote members, "I am ruling that the referendum vote will be called as tied. I do not feel that the best interests of the CBA would be served going forward without a clear and empirically defensible result. Accordingly, I have decided not to sign the brief prepared by the Brady Center in support of the Appellee in the matter of Shew v. Malloy."

Retailers

  • A SAMPLE OF TWO OF THE MANY CALLS WE RECEIVE REGARDING ATF COMPLIANCE . . . We know our retailers want to do everything possible to stay in compliance and, as your trade association, we are here to help. The first question revolves around how many firearms you have to sell to be considered engaged in the firearms business and, thus, should have an FFL. The second question regards whether an auctioneer with an FFL can conduct an estate-type auction. Click here to find answers to these questions and many more our members have asked.

  • UNDERSTANDING ATF RULING 2013-5 AND YOUR ELECTRONIC A&D RECORDS . . . There have been many calls to NSSF's Retailer Member Hotline and to NSSF's Compliance Consultants regarding ATF Ruling 2013-5 and where and how it differs from the previous ruling 2008-2 in how FFLs maintain their electronic acquisition and disposal (A&D) record books. Former Deputy Assistant Director at ATF and current NSSF Compliance Consultant Harry McCabe has researched this issue and explored each of the conditions of the new ruling. Retailers currently employing an electronic A&D system, as well as those considering transitioning from a paper-based system to one electronic should click here to read Mr. McCabe's explanation in its entirety.

News of Note

  • DUCK STAMP MARKS 80 YEARS OF HUNTERS SUPPORTING CONSERVATION . . . The first federal duck stamp went on sale—for $1—on August 22, 1934, making last Friday the 80th anniversary of this landmark conservation instrument. Hunters and others who purchase duck stamps can take great satisfaction in knowing that 98 cents out of every dollar generated by sales goes directly to the preservation of wetland habitat in the National Wildlife Refuge System—land vital to migratory waterfowl and other animals. Purchase a duck stamp and read about the Federal Duck Stamp Story.

  • H&H NAMED AGAIN TO INC'S 'FASTEST GROWING' LIST . . . For the eighth straight year, H&H Shooting Sports Complex in Oklahoma City has been selected as one of the nation's fastest growing companies by Inc. Magazine. "As an Inc. 5000 honoree, H&H Shooting Sports Complex now shares a pedigree with Intuit, Zappos, Under Armour, Microsoft, Jamba Juice, Timberland, Oracle and other notable alumni," said Inc.'s Editor-in-Chief Eric Schurenberg. Said Miles Hall, founder and president of H&H, "Inc. is an impressive and important publication, so this is an honor to our operation and the shooters of our area. We are honored to have been the only gun store to be listed for eight straight years."

  • CBS, NY TIMES STORIES ON WOMEN AND GUNS . . . Two major media outlets run positive stories in one week about firearms. Are we dreaming? Not in this case. CBS and The New York Times both found the continuing interest in firearms ownership by women newsworthy. Focusing on shotgun clay target sports, CBS political correspondent Jan Crawford interviewed women at a Garden & Gun magazine event in South Carolina, and The Times' Kathryn Shattuck wrote about a sporting clays outing at Dover Furnace in Dover Plains, New York. "Women were clamoring for us to do these kind of events," said Garden and Gun CEO Rebecca Darwin in the CBS piece, which cited statistics provided by NSSF on the nearly 70 percent growth in women target shooting.
