Project ChildSafe Gains
500 Supporter Organizations

'OWN IT? RESPECT IT. SECURE IT.' . . . More than 500 retailers, sporting clubs and conservation organizations have signed on to support NSSF's Project ChildSafe program and promote the message of "Own It? Respect It. Secure It." to help prevent firearm accidents. "Reaching 500 supporter organizations for Project ChildSafe speaks to how the shooting sports community understands the importance of safe firearm storage," said Steve Sanetti, NSSF president and CEO. The Wild Sheep Foundation became the program's 500th supporter. It joined a host of local and national organizations including USA Shooting, the Mule Deer Foundation, Law Enforcement United, National Association of Sporting Goods Wholesalers, US First Responders and USA YESS, among others.   • GOING VIRAL WITH JONAH BERGER . . . What makes things popular? Why do people talk about certain products and ideas more than others? Why are some stories and rumors more infectious? At NSSF's 2014 Industry Summit, Jonah Berger will explain why certain products get more word of mouth than others and why certain online content goes viral. The author of The New York Times and Wall Street Journal best-selling "Contagious: Why Things Catch On," Berger examines how decision making and social dynamics generate collective outcomes such as social contagion and trends.

    FIREARMS INDUSTRY HONORS U.S. REP. BOB LATTA AS LEGISLATOR OF THE YEAR . . . The National Shooting Sports Foundation honored U.S. Rep. Bob Latta (R-Ohio) as NSSF's 2013 Legislator of the Year at its recent annual dinner in Washington, D.C., preceding the firearms industry's annual Congressional Fly-In. "I am honored to be named the National Shooting Sports Foundation's Legislator of the Year," said Latta. "As Co-Chairman of the Congressional Sportsmen's Caucus and a lifelong hunter, sportsmen and sportswomen's issues are extremely important to me. Earlier this year, the House passed legislation I sponsored to promote these activities, and I have been working diligently with the Senate to pass these policies into law, so we can continue our country's rich outdoors legacy for generations to come."   • COURT POSTPONES HEARING IN CALIF. NSSF, SAAMI MICROSTAMPING SUIT . . . A Fresno Superior Court judge postponed a hearing in the industry's lawsuit against the State of California's microstamping law to this Wednesday. The industry's two trade associations maintain that the state's challenge to their suit is fatally flawed, is misinformed and should be overruled. An injunction against enforcement of the law is also sought. Furthermore, the state's attempts to misdirect attention by fixating on issues not even raised by NSSF and SAAMI's complaint is proof in itself that there is no justification for the microstamping law, which is impossible to comply with and that adversely affects law-abiding California citizens. The judge will now hear arguments concerning both the state's failure to state a claim challenging the lawsuit as well as the motion to enjoin enforcement of microstamping.

  • ADMINISTRATION TO LIMIT EXPORTED MAGAZINE CAPACITY . . . NSSF learned last week that the U.S. State Department has made a "policy decision" to limit the export of ammunition magazines of more than 30 rounds capacity solely to government, law enforcement and military end users. The policy has yet to be posted to the Directorate of Defense Trade Controls (DDTC) website. NSSF will provide updates on this policy development as more information becomes available.

  • O’BRIEN RECOGNIZED AS NSSF SPORTSMAN OF THE YEAR . . . Over four years ago, Matt O'Brien reached out to NSSF concerning the prospect of passing legislation to allow Sunday hunting in Virginia. Four years later, legislation to allow Sunday hunting on private land, that many in the Commonwealth said would never pass, received strong bipartisan support and was signed into law by the governor. Last week, NSSF honored O'Brien's dedication and commitment to the cause at a reception in Richmond that included many of the Sunday hunting supporters that worked so hard for passage."Matt was instrumental in organizing grassroots support and was the creator of the Virginia Sunday hunting Facebook page that helped inform everyone through the legislative battle. NSSF and Virginia sportsmen could not ask for a better representative than Matt," noted Jake McGuigan, NSSF Director, Government Relations, State Affairs.

  • NSSF, ATF OFFER JOINT $10,000 REWARD IN FFL BURGLARY, ATTEMPTED MURDER . . . ATF and NSSF have joined forces to offer a combined $10,000 reward for information leading to the arrest of convicted felon John Ross Harold for the theft in February of a firearm from a licensed dealer in D'Iberville, Mississippi, receiving stolen firearms, and being a felon in possession of firearms. More recently, Harold forced entry of a home in Terrebonne Parish, Louisiana, and shot a resident. Harold is believed to be armed and dangerous in the Houma, Louisiana, area.   • EXCISE TAX OBLIGATIONS UP 22.0% IN FOURTH QUARTER . . . The latest Firearms and Ammunition Excise Tax Collection report released by the Department of the Treasury indicates that firearm and ammunition manufacturers reported tax liabilities of $213.5 million in the 4th calendar quarter of 2013; up 22.0 percent over the same time period reported in 2012. Additionally, the 2013 annual FAET collections (January 1 – December 31) totaled $863,696,528 making it the highest year on record to date, surpassing the previous record 2012 FAET of $643,915,884 by 34.1 percent.   • NSSF-ADJUSTED NICS BACKGROUND CHECKS . . . The April 2014 NSSF-adjusted National Instant Criminal Background Check System (NICS) figure of 988,726 is the second highest April on record for the system, even with a decrease of 16.6 percent compared to the April 2013 NSSF-adjusted NICS figure of 1,185,231. For comparison, the unadjusted April 2014 NICS figure of 1,733,651 reflects a 1.8 percent increase from the unadjusted NICS figure 1,702,455 in April 2013. Read the NSSF press release.

  • NEW ATF Q&A FEATURE FOR RETAILERS . . . Does a successful NICS check override a "yes" response to a prohibitive question in Block 11 of the ATF Form 4473? Do you know the procedures for documenting a trade-in firearm with no serial number? These are two of the many questions our compliance team have been asked -- and answered. A new feature in the Retailers section of the NSSF website is an ATF Q&A that can serve as a great resource when a compliance question arises.

  • ATF ANNOUNCES NEW FORM FOR PROCESS OF MARKING VARIANCE REQUESTS . . . The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has introduced a new form to assist manufacturers and importers applying for marking variances. ATF Form 3311.4 meets the requirements of a marking variance letter application. Properly completed, ATF says this form will reduce processing time and eliminate delays caused. The new form prompts applicants to answer the question such that ATF receives all pertinent information needed to process variances. Electronic submission is suggested. ATF recommends the form be submitted 90 days prior intended manufacturing. Read the ATF Announcement.

  • NSSF SCHOLARSHIPS FOR EMPLOYEES OF VOTING MEMBERS . . . NSSF encourages employees of voting Member companies and their family members to apply for education aid through NSSF’s Voting Member Scholarship Program. A maximum of 25 winning entries will share in $60,000 in scholarship funding. Applications for these scholarships will be accepted through 5 p.m. Eastern time Monday, June 2, 2014.   • B&C RECORDS LARGEST GRIZZLY . . . Boone and Crocket Club has entered into its prestigious record book the largest grizzly bear ever taken by a hunter. The big bruin, stalked and taken by hunter Larry Fitzgerald in 2013 near Fairbanks, Alaska, scores 27-6/16 inches, missing the world-record mark by 7/16 of an inch though earning the designation of  second-largest grizzly ever recorded. The reigning world's record is a skull found in Alaska in 1976. Bears are scored based on skull length and width measurements. Read the press release.
