FFLs: New 4473 Takes Effect Today

WHAT YOU NEED TO KNOW . . . The new, revised Form 4473, April 2012 Edition, a supply of which has been received by most FFLs, must be used for all transactions requiring a 4473, effective today, July 9. If you have not received a packet of the new forms, you may print the form from the ATF website. Questions and answers relevant to the changes in the form are also available on the website. Read more about it in NSSF's alert to its FFL members.

  • NSSF NAMES PATRICK SHAY DIRECTOR OF RETAIL DEVELOPMENT . . . With firearms retailers the fastest- and largest- growing segment of membership, the National Shooting Sports Foundation has named Patrick Shay as director of retail development so that NSSF can provide an even higher level of service to meet retailer needs. THIS WEEK: RIFLE SHOOTERS . . . With the 2012 Olympics just weeks away, Bullet Points each week will offer a brief look at the U.S. Olympic team shooters headed to London. This week are the rifle shooters.

  • Amanda FurrerAMANDA FURRER . . . Event: Women's 50m Three-Position. Hometown: Spokane, Wash. Age: 21. Amanda first started shooting at 11 years old as member of the Spokane Junior Rifle Team. At the age of 16 she qualified for the national team as a member of the 2007 Pan American Team. Amanda is currently a student in The Fisher College of Business at The Ohio State University majoring in Finance and competing on the Rifle Team. Follow Amanda on Twitter @Amanda_Furrer.

  • Eric UptagrafftERIC UPTAGRAFFT . . . Event: Men's 50m Rifle Prone. Hometown: Phenix City, Ala. Age: 46. Sgt. First Class Eric Uptagrafft has been a member of the National Team for nearly 20 years. Eric graduated from West Virginia University, Suma Cum Laude, with a Bachelor of Science in Aerospace Engineering. As part of the Navy Reserves, he was deployed to Kuwait in January of 2007 for seven months. Eric is currently a member of the U.S. Army Marksmanship Unit and in the summer of 2011 he was deployed to Afghanistan in support of Operation Enduring Freedom.

  • Matt EmmonsMATT EMMONS . . . Event: Men's 50m Three-Position. Hometown: Browns Mills, N.J. Age: 31. Matt first began shooting competitively in high school after FBI firearms instructor Paul Adamowski invited him to give the sport a try. Emmons took home a gold medal in the 2004 Olympics and silver in 2008 both in the men's prone event. He will compete in both the men's three-position and men's air rifle events in London.

  • Jamie GrayJAMIE (BEYERLE) GRAY . . . Event: Women's 50m Three-Position. Hometown: Lebanon, Pa. Age: 28. Jamie got her start in shooting when she began with a BB gun program at the age of eight. She graduated from the University of Alaska Fairbanks and shot for its nationally renowned rifle team. She is currently the technical coach for the Columbus State University Rifle Team. Gray's long list of accomplishments includes multiple national championships in three-position and a 4th place finish in the 2008 Olympic Games. Follow Jamie on Twitter @Grayolympics

  • Michael McPhailMICHAEL McPHAIL . . . Event: Men's 50m Rifle Prone. Hometown: Darlington, Wis. Age: 31. 2011 Pan American Games Gold Medalist, Sgt. Michael McPhail began shooting at age 16. He attended the University of Wisconsin at Oshkosh, and is currently stationed at Fort Benning, Ga., as part of the U.S. Army Marksmanship Unit. In his spare time, Michael enjoys bird hunting and fishing.

  • Jason ParkerJASON PARKER . . . Event: Men's 50m Three-Position. Hometown: Omaha, Neb. Age: 38. Sgt. First Class Jason Parker began shooting in 1988 and joined the U.S. Army Marksmanship Unit in 1997 after graduating from Xavier University. This will be Parkers fourth Olympic appearance. He competed at the 2000 and 2004 Olympics in men's air rifle and at the 2008 Beijing Olympics in both air rifle and three-position.

  • JUNE NSSF-ADJUSTED NICS CHECKS UP 24.5% . . . The June 2012 NSSF-adjusted National Instant Criminal Background Check System (NICS) figure of 846,437 is an increase of 24.5 percent over the NSSF-adjusted NICS figure of 679,840 in June 2011. For comparison, the unadjusted June 2012 NICS figure of 1,290,210 reflects an 11.4 percent increase from the unadjusted NICS figure of 1,157,714 in June 2011. This marks the 25th straight month that NSSF-adjusted NICS figures have increased when compared to the same period the previous year. Read more.

  • SMITH & WESSON STOCK HITS NEW 52-WEEK HIGH . . . Shares of Smith & Wesson Holding Corp. (NASDAQ:SWHC) were trading at a 52-week high today. The firearms manufacturer recently reported record fourth-quarter and full-year results, and Wall Street analysts have subsequently given the company their stamp of approval for investors. Equities research analysts at Benchmark Co., for example, reiterated their "buy" rating for Smith & Wesson in a research note issued to investors on Friday.

  • BERETTA TO OPEN SHOP, RANGE ON LAS VEGAS STRIP . . . The Shoppes at the Palazzo Resort and Casino are known for their upscale retailers, but Beretta USA is planning to take the shopping experience there to a new level. The Las Vegas Review-Journal reports that the Italian firearms manufacturer will open a store and shooting range in The Palazzo, one of the official hotels of NSSF's SHOT Show. According to the story, Beretta is planning to build a 19,256-square-foot, four-story retail and shooting complex that will include two live-fire rifle and pistol ranges and three virtual ranges. The facility is expected to open later this year.

Government Relations

  • JUDGE GRANTS NSSF MOTION TO INTERVENE IN TRADITIONAL AMMUNITION LAWSUIT . . . A federal judge on Thursday granted NSSF's motion to join the lawsuit filed by the Center for Biological Diversity -- and other anti-hunting groups -- against the Environmental Protection Agency that seeks to force a ban on traditional ammunition. By joining the lawsuit, NSSF will be in a position to protect the right of hunters and sportsmen to use the ammunition of their choice. This is the second time the CBD has sued EPA to challenge an EPA denial of a petition to ban traditional ammunition under the Toxic Substances Control Act (TSCA). NSSF will soon file a motion to have the court again throw CBD's case out of court. NSSF also continues to urge passage of the Hunting, Fishing and Recreational Shooting Protection Act (S. 838), which will clarify that Congress has not given EPA authority under TSCA to ban traditional ammunition.

News of Note

  • NSSF FLYER ON PREVENTING WILDFIRES . . . With wildfires a major cause of concern in the parched West, NSSF is asking its members to share with target shooters and hunters a flyer that reminds them that their use of certain types of ammunition and targets in dry environments could accidently ignite a wildfire. The flyer is available in two sizes for printing, displaying and distribution -- the standard 8.5 x 11 inches and a larger 11 x 17 size. NSSF also encourages posting the flyer on websites and emailing it to your customers and members. As we know, wildfires have many possible causes; let's make sure that shooters and hunters are not among them.

  • DUCK POPULATIONS HITS ALL-TIME RECORD . . . The U.S. Fish and Wildlife Service (USF&WS) announced in a press release that North America's total spring duck population in 2012 was the highest ever recorded, according to the annual Waterfowl Breeding Population and Habitat Survey. The survey, conducted each May by the USF&WS and Canadian Wildlife Service, put the duck population at 48.6 million, a 7 percent increase over 2011's record number of 45.6 million. View the report.

  • SSSF ANNOUNCES NEW SCHOLASTIC PISTOL PROGRAM . . . The Scholastic Shooting Sports Foundation (SSSF) has announced the launch of its new youth development program called the Scholastic Pistol Program (SPP). The foundation's press release stated that "SSP provides the opportunity for young adults to participate in the exciting and challenging family sport of 'speed shooting' in a safe and supportive environment . . . " SSSF also administers the successful Scholastic Clay Target Program, which was established by the National Shooting Sports Foundation.
