Urge Lawmakers to Oppose
ATF Reporting Requirement

ATF TO REQUIRE MULTIPLE SALES REPORTS FOR LONG GUNS . . . ATF is moving to require 8,500 federally licensed firearms retailers along the Southwest border to report multiple sales of modern sporting rifles beginning Jan. 5. Specifically, the ATF requirement calls for these retailers to report multiple sales, or other dispositions, of two or more .22 caliber or larger semi-automatic rifles that are capable of accepting a detachable magazine and are purchased by the same individual within five consecutive business days. "NSSF opposes this reporting requirement because it further burdens America's law-abiding firearms retailers with yet another onerous regulation that will do nothing to curb crime," said NSSF Senior Vice President and General Counsel Lawrence G. Keane. "Multiple-sales reporting of long guns will actually make it more difficult for licensed retailers to help law enforcement as traffickers modify their illegal schemes to circumvent the reporting requirement, thereby driving traffickers further underground." NSSF encourages all firearms retailers, sportsmen and enthusiasts to contact their senators and representatives to voice their opposition to this reporting requirement, as well as Barbara A. College Shooting Sports

  • 38 COLLEGE SHOOTING PROGRAMS RECEIVE NSSF GRANTS . . . To help both new and existing collegiate target shooting programs flourish, the National Shooting Sports Foundation has awarded 38 grants -- a record number -- totaling $190,000. Only two years old, NSSF's Collegiate Shooting Sports Initiative has helped establish competition and club shooting opportunities at colleges across the country -- from Harvard to Clemson and the University of Vermont to Montana Tech. This latest round of grants will support programs in 36 schools. "It's gratifying to see collegiate shooting and the Collegiate Shooting Sports Initiative growing at such a fast rate," said Zach Snow, NSSF's manager of shooting promotions. "That tells us NSSF is on the right track in providing funding that makes it possible for men and women to continue target shooting during their college years."   • WINCHESTER PRESIDENT ANNOUNCES RETIREMENT . . . Richard M. Hammett, Olin Corp. vice president and Winchester president, has announced his intention to retire effective Feb. 28. Hammett has spent 42 years with Olin in a variety of finance, marketing and senior management roles. He was named president of the Winchester Division of Olin in September 2002. A passionate sportsman and industry leader, Hammett has held various leadership roles in the hunting and shooting sports industry. Hammett is a board member and treasurer for NSSF. He also serves on the board of the Sporting Arms and Ammunition Manufacturers' Institute (SAAMI), and is an advisory board member for National Kids and Clays, an organization that raises money for Ronald McDonald Houses nationally.   • NORTH AMERICAN ARMS, CAMELBAK NSSF'S NEWEST VOTING MEMBERS . . . NSSF's Board of Governors has unanimously approved two new voting members: North American Arms and CamelBak. North American Arms manufactures a popular line of reliable, convenient, intimate self-protection semi-automatic pistols and revolvers. CamelBak is the originator and world leader in hands-free hydration systems. "Voting members make up NSSF's highest membership category and take a special interest in furthering the Foundation's objectives to promote, protect and preserve hunting and the shooting sports," said Chris Dolnack, NSSF senior vice president and chief marketing officer. "NSSF extends a warm welcome to North American Arms and CamelBak. We appreciate their support and leadership."

  • SAFARI CLUB INTERNATIONAL FOUNDATION NAMES NEW PRESIDENT . . . Joseph Hosmer was unanimously selected as president of Safari Club International Foundation at the first meeting of SCIF's new board of directors. With the seating of the new board and naming of its first president, SCIF has undergone a historic realignment that will greatly increase the foundation's effectiveness to create a permanent endowment for wildlife conservation and research, wildlife education initiatives and humanitarian endeavors worldwide.

  • SAAMI SUCCESSFUL IN ADDRESSING CHANGES TO AMMO SHIPPING REQUIREMENTS . . . The United Nations has adopted changes to international ammunition-shipping requirements sought by the Sporting Arms and Ammunition Manufacturers' Institute (SAAMI). The rule change essentially protects the industry from a shift in U.S. shipping regulations that potentially would have cost the industry $300 million per year. The net result is that while the regulations will change, shipment of ammunition in the U.S will continue without additional fees and handling requirements. The change harmonizes U.S. regulations with international requirements, reduces overly strict shipping requirements by truck and vessel and facilitates shipment of ammunition to consumers worldwide by parcel post.   • CALIFORNIA HANDGUN AMMO REGISTRATION LAW HEADS TO COURT . . . Handgun ammunition registration in California is quickly approaching with a Feb. 1 implementation date. The California Department of Justice has not created any regulations to better define what constitutes "handgun ammunition" under AB 962. Currently, the Department of Justice is involved in litigation challenging the constitutionality of AB 962. The case, Parker et al. v. State of California, et al., is expected to go to trial Jan. 18. The judge has indicated he intends to render a ruling before Feb. 1. Meanwhile, the California Department of Justice has refused to provide any practical guidance that would better enable industry members to comply with the law's vaguely worded definition of "handgun ammunition."

  • ATF CREATES ONLINE FEDERAL FIREARMS REGULATIONS TRAINING VIDEOS . . . ATF has created an Online Federal Firearms Regulations Reference Guide Learning Theater. This website is not intended to replace the Federal Firearms Regulations Reference Guide, but is designed for use as an interactive tool for Federal Firearms Licensees (FFLs) and others. This online training reference guide will provide FFLs with assistance in complying with the federal laws and regulations governing the manufacture, importation and distribution of firearms. NSSF is encouraging all retailers to view this training device with their staff.

  • NATIONAL ASSEMBLY OF SPORTSMEN'S CAUCUSES ELECTS EXECUTIVE COUNCIL . . . Members of the National Assembly of Sportsmen's Caucuses elected members of its 2011-13 executive council last week during the Seventh Annual NASC Sportsman-Legislator Summit in Point Clear, Ala. Re-elected to the council were Rep. Candy Ezell of New Mexico, Rep. Marc Gergely of Pennsylvania, Rep. Brandon Phelps of Illinois, Rep. Mike Pitts of South Carolina and Sen. Robin Webb of Kentucky. New members elected to serve are Rep. Gary Hayzlett of Kansas, Sen. Bill Heath of Georgia and Rep. Jerry Weiers of Arizona and alternates were Rep. Craig Miner of Connecticut and Rep. Randy Stewart of Arkansas.

  • LIVE CHAT FOR SHOT SHOW EXHIBITORS SET FOR JAN. 5 . . . A live online chat for SHOT Show exhibitors is scheduled for Jan. 5 at 1:30 p.m. EST, at which time questions and other comments will be aired and addressed regarding the 2012 SHOT Show Space Selection Process. Exhibitors recently received a letter detailing the new process for space selection. Be on the lookout for an invitation to participate and submit questions or comments for the live chat. "Participating in our live, online chats is a great way to get questions answered, suggestions heard and complaints addressed," said Chris Dolnack, said NSSF senior vice president and chief marketing officer.
