John Frampton

John E. Frampton is Director of the South Carolina Department of Natural Resources (SCDNR). He serves as the chief administrator for natural resources in the State and is responsible for management and supervision of the agency's five line divisions: Outreach & Support Services; Land, Water & Conservation; Law Enforcement; Marine Resources; and Wildlife & Freshwater Fisheries, with a staff of over 900 people in numerous locations across South Carolina.

A native of Summerville, South Carolina, Mr. Frampton holds a B.S. Degree in Marine Biology from the College of Charleston, M.A.T. in Biology from The Citadel and a M.S. in Wildlife Biology from Clemson University. He is a Certified Wildlife Biologist through The Wildlife Society.

Mr. Frampton joined the South Carolina Department of Natural Resources in 1974 as an Assistant District Biologist within the Central Piedmont Hunt Unit and was assigned to the Union office. In 1976, he accepted the position of Regional Wildlife Biologist, which he held until 1985. In 1985, he was promoted to Chief of Wildlife and assigned to the Department's Columbia office. In August 1999, Mr. Frampton accepted the position of Assistant Director for Development and National Affairs directly under the agency Director. On April 2, 2003, Mr. Frampton was selected as the agency's Director by the seven-member South Carolina Natural Resources Board.

He is active in both regional, national and international wildlife programs, a past President of the Southeastern Association of Fish and Wildlife Agencies and is currently Chair of the Executive Committee of the Association of Fish and Wildlife Agencies (AFWA) and currently chairs the Legislative/Budget Committee of the AFWA. He represents South Carolina on the Management Board of the Atlantic Coast Joint Venture and serves as the agency representative on the Atlantic Flyway Council. He served as a staff member on the North American Wetlands Conservation Council from 1991 to 1998. Currently, Mr. Frampton represents the department on the Atlantic States Marine Fisheries Commission and the South Atlantic Fishery Management Council, serves on the United States North American Waterfowl Management Plan Committee and is a member of the U.S. Fish and Wildlife Service Joint Federal Aid Policy Task Force.

Mr. Frampton, along with a representative of Ducks Unlimited and The Nature Conservancy, is credited with initiating the ACE Basin Project and continues to serve on the ACE Basin Task Force. He is credited with expanding the Focus Area concept throughout the state and handled the negotiations and purchase of over 150,000 acres of land for the department, including the Jocassee Gorges Project, a 44,500-acre protection initiative in South Carolina's mountain region.
